Can divorced people be godparents or confirmation sponsors?

Yes, if they are living as the Church expects of someone in their situation. But someone without an annulment who is in a romantic relationship or has attempted remarriage is not living the life of faith canon law requires, so another sponsor should be chosen.
If living faithfully
A divorced person living in keeping with the Church's expectations for that situation may be a sponsor.
If not
A person without an annulment who is in a romantic relationship or has attempted remarriage outside the Church is not leading the life of faith befitting the role that canon law requires (CIC 874). Another sponsor should be chosen.
