Can deacons give blessings?
The short answer
Only those blessings the law expressly permits them. Priests, by contrast, can give any blessing except those reserved to the pope or bishops. The law is more restrictive for deacons.

A deacon can impart only those blessings expressly permitted to him by law (CIC 1169 §3).
Priests
