The short answer

The part of The Assumption of Moses that Jude cites has been lost. A long Latin portion was found in Milan and published in 1861, but it breaks off at chapter 12, before the passage Jude used.

The Catholic Encyclopedia article "Apocrypha" explains that, apart from brief references in the Fathers, nothing was known of this work until Ceriani discovered a Latin manuscript containing a long portion of it in the Ambrosian Library in Milan and published it in 1861. The manuscript breaks off abruptly at chapter 12; the part Jude cites must have belonged to the lost ending.
