Dipping the host into the consecrated wine is called intinction. The General Instruction says the Blood of the Lord may be received either by drinking from the chalice or by intinction (GIRM 245).
Not self-communication
The lay faithful may not communicate themselves by dipping the host they will consume. Only a minister of the Eucharist may do this.
