May the congregation pray "Through him, with him, and in him" with the priest?
The short answer
No. Only the priest may say those words, the Per Ipsum. The people join through their responses and especially the great Amen that follows.
These words, in Latin the Per Ipsum, belong to the priest alone.
Inaestimabile Donum explains that the assembly is not passive: it unites itself to the priest in faith and silence and takes part through the responses to the Preface dialogue, the Sanctus, the acclamation after the Consecration, and the final Amen after the Per Ipsum. The Per Ipsum itself is reserved to the priest. That Amen, the most important in the Mass, should be emphasized, especially by being sung.
