Can a divorced person without an annulment receive the sacraments?

Yes. A divorced person generally needs an annulment only if he plans to attempt another marriage. Divorce is not grounds for excommunication, so he always has access to confession and can lead a normal sacramental life.

A divorced person is generally not required to seek an annulment unless he intends to attempt marriage again.

Divorce is not a cause of excommunication, and a Catholic who is not excommunicated always has access to confession. If the divorce involved mortal sin, he should go to confession as soon as possible; if it did not, confession is not needed. Either way, he can lead a normal sacramental life.
