Yes. A priest or deacon ordinarily exposes and reposes the Blessed Sacrament; if neither is available, the local ordinary may appoint a layperson to do it. Only a bishop, priest or deacon can give benediction.

Ordinarily a priest or deacon places the Blessed Sacrament on the altar and returns it to the tabernacle. If no priest or deacon is available, the local ordinary (normally the bishop) may appoint a layperson to do this.
Benediction
Only a bishop, priest or deacon can give the benediction of the Blessed Sacrament.
