Can a pope bind all future popes to a specific liturgical discipline?

The short answer

Absolutely not. Discipline is by nature changeable; dogma is not. Every pope has supreme, full, immediate and universal power, which includes disciplinary authority, so no pope can tie his successors' hands. A pope's disciplinary authority ends with his death.

Discipline vs. dogma

Discipline is a changeable practice set by those with authority to impose it. Dogma defines objective supernatural reality and cannot change.

Full authority

Canon law says the bishop of Rome, Peter's successor, has supreme, full, immediate and universal ordinary power in the Church, which he can always freely exercise (CIC 331). That includes disciplinary authority. If one pope could bind his successors in discipline, the current pope would not truly have full disciplinary authority.

After a pope's death

A pope's disciplinary authority ends with his death. Successors may keep his disciplinary decisions because they remain useful, but they are not bound to.
