Can a lay pastoral coordinator give a homily?
The short answer
No. Canon law reserves the homily to a priest or deacon; the General Instruction says it may never be entrusted to a lay person; and Redemptionis Sacramentum explicitly includes "pastoral assistants" and every other layperson in the prohibition.
Canon law
The homily is reserved to a priest or deacon (CIC 767).
The General Instruction
The homily should ordinarily be given by the priest celebrant; he may entrust it to a concelebrant or occasionally to the deacon, but never to a lay person (GIRM 66).
Redemptionis Sacramentum
The prohibition on lay preaching within Mass applies also to seminarians, theology students and those who serve as "pastoral assistants," with no exception for any other layperson or group (RS 66).
