Is the Mass obligation lifted when All Saints' Day falls on a Monday?
The short answer
In the United States, yes. Bishops' conferences may suppress or transfer holy days with the Holy See's approval, and in 1991 the U.S. bishops decided the obligation is abrogated when November 1 falls on a Saturday or a Monday.
Canon 1246 §2 allows a conference of bishops, with the prior approval of the Apostolic See, to suppress some holy days of obligation or transfer them to a Sunday.
In 1991 the U.S. Conference of Catholic Bishops decided that whenever All Saints' Day, November 1, falls on a Saturday or a Monday, the obligation to attend Mass is abrogated.
